Consuelo on Wheels (COW)
Consuelo on Wheels (COW) has successfully concluded as of 2024. This mobile, community-based initiative was dedicated to empowering low-income families in rural Northern Samar and in so doing, contribute to preventing child abuse.
COW was implemented in partnership with various local government units and government agencies, particularly: Provincial Technical Education and Skills Development Authority (TESDA), Provincial Department of Trade and Industry (DTI), Municipal Social Welfare and Development Office (MSWD), and the Public Employment Service Office (PESO).

We celebrate the significant strides made in empowering primary caregivers and upholding children’s rights in Northern Samar:
- Primary caregivers have gained employment or started businesses, equipped with the necessary skills to sustain them. Through partnerships with local government and private organizations, caregivers have accessed a wide range of technical, vocational, and livelihood support programs.
- Our community has strengthened its commitment to children’s rights. Caregivers have been trained in Family Strengthening sessions, embracing practices such as positive discipline and positive parenting. These sessions have fostered early childhood development that supports and promotes the well-being and rights of children.
The COW van will be put to good use by the Balicuatro College of Arts and Trades (BCAT) in Allen, Northern Samar TESDA-accredited provider of community-based technical-vocational training in the province.
